Do the tower if you are up to it. It's cheap and a good workout. Not recommended if you are afraid of heights or out of shape, I reckon, but it is a great view of the city from up top and you're rewarded with a nice cool breeze after the strenuous ascent...so that's pleasant.
Should go on the top of the tower to see the whole picturesque paysage of the city. What I definitely recommend is wearing comfortable shoes as there are a lot damn of stairs. But it all pays of on the top, where you can observe all the city.
This is an awesome spot for taking panoramic shots of the old town skyline. It’s best to visit during work hours on a weekday as there will be less people trying to take a picture. This is also quite an adventure to get up. You need to climb steep narrow stairs which get more and more narrow. You’ll be walking around an old clock mechanism while climbing up which adds to experience. I think it’s around 400 steps and I was almost out of Brest by the end but it was worth the view 😉
